近年来,随着我国居民收入显著提高,消费能力明显增强,消费理念发生转变。社会人口老龄化趋势明显,家庭逐步呈现小型化,以及全面“三胎政策”激发了居民对家政服务的需求。在家政市场旺盛需求的刺激下,家政服务业迅速发展。相比西方国家,我国家政服务业发展起步晚,存在相关法律法规不健全、行业管理不规范,市场主体发育不足等一系列问题。特别是家政领域存在的诚信缺失问题已经严重阻碍了行业的健康发展,损害了消费者的切身利益,引发一些社会负面舆情事件,成为社会关注的民生问题。 家政服务业诚信建设是推动构建家政服务业信用体系,解决家政服务业领域诚信缺失问题,提升行业信用水平,提升政府公共治理能力的重要举措。本文在近年国家商务部、发展改革委等部门推进家政服务业诚信建设的背景下,结合政策文本,进一步分析所涉及的治理主体和工作内容,基于多中心治理理论,提出多中心治理路径。在实证研究部分,以乌鲁木齐市家政服务业诚信建设工作为研究对象,在归纳乌鲁木齐市在推进家政服务业诚信建设工作的有益做法的基础上,也发现了工作中缺乏政府顶层设计、信用监管不力、信用信息管理不善、市场主体和社会力量协同参与不足等一系列问题。通过运用案例分析法、问卷调查法,访谈法对乌鲁木齐市政府部门、家政企业、家政服务员、家政协会和消费者参与诚信建设情况进行追根溯源的调查,为分析问题产生的原因提供了实证支撑。本文在梳理现状、查找问题和分析原因的基础上,从以下三个方面提出优化建议:一是政府引导下治理主体间协同共建。二是以标准化为依托强化信用监管。三是加强以信用信息为核心的平台建设。四是培育家政企业正规化发展改善诚信环境。五是适当赋权发挥协会信用监管功能。六是搭建对话协商和信息反馈沟通机制。 |

In recent years, with the significant increase of Chinese residents' income, the consumption ability has been significantly enhanced, and the consumption concept has changed. The aging trend of the social population is obvious, the families are gradually becoming smaller, and the comprehensive "three-child policy" has stimulated the demand of residents for domestic services. Stimulated by the strong demand of the domestic service market, the domestic service industry has developed rapidly. Compared with western countries, the development of domestic service industry in China started late, and there are a series of problems, such as imperfect relevant laws and regulations, non-standard industry management, and insufficient development of market entities. In particular, the lack of integrity in the field of homemaking has seriously hindered the healthy development of the industry, damaged the vital interests of consumers, triggered some negative social public opinion events, and become a livelihood issue concerned by the society. The credit construction of domestic service industry is an important measure to promote the construction of the credit system of domestic service industry, solve the problem of the lack of credit in the field of domestic service industry, improve the credit level of the industry, and enhance the public governance ability of the government. In the context of recent years, the Ministry of Commerce, the National Development and Reform Commission and other departments promote the integrity construction of domestic service industry, this paper further analyzes the governance subject and work content based on the policy text, and puts forward the multi-center governance path based on the multi-center theory of governance. In empirical research part, in urumqi domestic service integrity construction work as the research object, in urumqi in promoting the domestic service integrity construction, on the basis of the beneficial practice of also found the lack of government design, credit supervision, credit information management, market main body and social forces collaborative participation and a series of problems. Through the use of case analysis method and questionnaire survey method, the interview method investigated the participation of urumqi municipal government departments, domestic enterprises, domestic service industry, domestic service association and consumers in the integrity construction, providing empirical support for the analysis of the causes of the problems. On the basis of sorting out the current situation, finding the problems and analyzing the causes, this paper puts forward optimization suggestions from the following three aspects: First, the joint construction of governance subjects under the guidance of the government. Second, to strengthen credit supervision based on standardization. Third, strengthen the construction of the platform with credit information as the core. Fourth, cultivate the standardized development of domestic enterprises to improve the integrity environment. Fifth, appropriate empowerment to play the credit supervision function of the association. Sixth, we will build a mechanism for dialogue, consultation and information feedback and communication. |
