With the continuous increase in the scale of cities and towns in China, the population of towns and villages has exploded into cities, the speed of urbanization has been accelerated, and the rate of urbanization has continued to rise. As a result, urban diseases emerge, such as traffic congestion, deteriorating air quality, and decrease in living environment quality. With the continuous development of society, people's yearning for a better life has deepened. All these have brought certain pressure to optimize urban construction. As one of the crucial means of urban construction, the comprehensive administrative law enforcement of urban management has obvious status and function. In the context of comprehensively deepening system reforms, improving the efficiency of urban management's comprehensive administrative law enforcement plays a positive role in curing urban diseases, solving urban management problems, optimizing the living environment, and providing people with a sense of happiness and gain.

Urban management covers all aspects. This article focuses on urban management in a narrow sense. With the continuous expansion of powers, urban management law enforcement has been gradually transformed into urban management comprehensive administrative law enforcement. Xicheng District of Beijing was the first pilot area in the country to establish a comprehensive administrative law enforcement agency for urban management. After more than 20 years of exploration, it has been very representative in the field of urban management. Since its establishment in 1997, the comprehensive administrative law enforcement system for urban management in Xicheng District has undergone many reforms, from the multi-departmental management stage before its establishment, to the vertical management stage, the territorial management stage, and the current decentralization stage. Every reform has a certain background and social needs.

Based on the particularity of the region and the actual work, the Xicheng District was selected as the research object in this study. Firstly, the research background, domestic and foreign research status, core concepts, and theoretical basis were introduced. Secondly, literature research methods, investigation research methods, and empirical research methods were comprehensively employed to analyze the legal source diversity, management models, reform highlights, and effects of the existing Xicheng urban management comprehensive administrative law enforcement system. Thirdly, the collected data were systematically analyzed, and the problems in the system reform process were investigated. The following four main problems were observed: 1) the delegation of powers is unreasonable; 2) the working mechanism among law enforcement agencies is not smooth; 3) the construction of law enforcement teams needs to be strengthened; 4) the supervision mechanism is superficial. Finally, based on the theory of new public management and the theory of holistic government, four countermeasures and suggestions for optimizing the system reform are proposed to maximize the efficiency of urban management's comprehensive administrative law enforcement. Specifically, 1) improve the decentralization standards; 2) optimize the urban management law enforcement work mechanism; 3) strengthen the construction of law enforcement teams; 4) improve the supervision mechanism.
