生态工业园是继经济开发区、高新技术产业园的第三代工业园，是工业可持续发展模式。江西地处长江三角洲、珠江三角洲和闽东南三角区的共同腹地，承接着海外和我国东部沿海发达地区的产业梯度转移。面临着极好的发展机遇，但同时也面临着极大的环境保护压力。江西作为经济欠发达地区，实行生态化的可持续发展模式，不仅是江西响应中央“科学发展观”和“十一五”规划对园区功能定位的新要求，更是园区适应大环境，是实现全国转型发展和“二次创业”的客观需要。对江西生态工业园建设与发展进行相关分析与研究，认识目前江西生态工业园环境保护存在的问题，对于江西工业园区的转型发展，提升园区综合竞争力有着重要的指导意义和现实意义。而且也为我国其他经济发达地区的生态工业园区的发展和其他一般工业园区生态化转型提供理论依据和经验借鉴。自20世纪90年代提出生态工业园区概念以来，国内外学者们从生态工业园区的模型、特征等多个角度就生态工业园区的结构和功能等诸多问题展开了深入的研究。目前，生态工业园区的研究己经从意义、概念的界定，向现实可行的开发规划体系的研究进化。本文根据江西省生态工业园环境保护这一论题，在调查收集资料的基础上，运用系统归纳法及定性与定量相结合的研究方法，结合生态工业园的发展阶段理论，对江西生态工业园发展现状及环保问题进行归纳分析。并从项目审批、治污设施、园区管理、环保规划和法律规范五个方面找出园区存在的环保问题。并针对这些环保问题，从理顺工业园区环保管理体制，严格执行区域环评，强化入园项目环保审批，积极开展生态工业园区创建，制定工业园区地方环保管理法规，加快编制工业园区环境保护规划等方面，提出了切实可行的措施。

The environmental of industrial park is the third of industrial park after economic development zone and the new technology zone, and is the style of contiual development. Jiangxi is the common hinter land of the Changjiang, ZhuJiang and the southeast of Min, and take over the shift of the grade industy on developing zone. Be faced with the good chance of developmeng, but also be faced with the pressure of the protect of environment at the same time. As a developing zone, Jiangxi implement the style of contual development, and is not only resond to the new request of the center about the position of the campus function, but also suit the overall situation.
