2008年5月4日，针对目前国际金融危机冲击下中小企业生产经营困难，资金短缺，贷款难等问题，中国银监会、中国人民银行联合发布了《关于小额贷款公司试点的指导意见》，全国的小额贷款公司试点工作揭开帷幕。紧接着，成都市在2009年允许了小额贷款公司成立，至其成立后几年来，小额贷款公司在解决失业问题、缓解中小企业贷款难、改变“三农”等方面做出了积极贡献，有力地促进了社会经济的发展。但是，在现实的经营环境中，小额贷款公司面临着 “贷而无存”、行业定位不清晰，税负沉重，风险管理和内控机制缺失等一系列难题。本文旨在通过实地调研，找出在小额贷款公司运营过程中存在的问题，并对存在的问题进行分析进而提出建议，最后解决成都小额贷款公司当前面临的疑难杂症，使小额贷款公司能够健康快速的成长。本文选取了成都市已开业的100多家小额贷款公司中最具代表性的6家公司（其业务量占到整个行业总量的近40%）作为调查对象，并以其运营数据为基础，在一定程度上挖掘数据，发掘出小额贷款公司的目前状况、遇到的难题；本着实事求是的原则为小额贷款公司在融资壮大扩股，建立有效内控机制，风险预防等方面提出贡献性建议，对小额贷款公司的未来发展之路径进行有效的导航，并预测了小额金融的未来发展趋势，提出小额贷款公司可持续发展应该采取的措施。

To resolve the SME production and operation difficulties and the shortage of funds and loans under the current international financial crisis, May 4, 2008 , The China Banking Regulatory Commission and The People's Bank of China jointly issued a "guidance" about microcredit company pilot, then microcredit company pilot promotion kicked off all over the country. Chengdu approved the establishment of microcredit company in 2009,then microcredit companies made ​​a huge contribution to social employment, SME development and "three rural" and promoted the socio-economic development. But in the actual operation, the microcredit companies have the problems of "Credit-only and no Deposit”, fuzzy status in the industry, a heavy tax burden and inadequate risk control mechanisms. This article through field research to understand the problems in the running of microcredit companies and analyzes of the problem then makes recommendations. In order to solve the problems of microcredit companies in Chengdu. and forecast the development trend in the industry ,proposes the measures which help the sustainable development of microcredit companies.
