网络政务新闻是指行政部门在其官方网站上发布的工作动态、对外联络事务、重要会议等消息，文章篇幅比较短小，内容以严肃的政策行政内容为主，每篇新闻仅报道一个事件、官网更新十分迅速。随着对外开放力度加深，我国与外国交往日益紧密，外国人亟需了解中国的政策和形势。在这种情况下，我国政府更加重视对外宣传工作，并且注重借助“第四媒体”互联网强大的传播效应向外国人群宣传中国的政策信息。对于各级政府宣传部门而言，政府官方网站是对外信息公布的重要窗口，鉴于互联网的便捷性，外国人群大多使用互联网作为获取中国政府公开信息的重要渠道，由于不同人群使用语种不同，政务信息中译外显得尤为重要，而由于英语是使用人群范围最广的语言，网络政务新闻汉译英是政府外宣工作中的重中之重。政府政务新闻汉译英项目大多交由权威翻译机构承包，笔者有幸参与了国家若干部委组织、中国日报网承办的网络政务新闻汉译英项目。本文选用的案例来自国家卫计委等网站刊登的政府政务新闻，结合文本类型理论，作者认为网络政务新闻属于信息型文本，提出译者有较大翻译自主权，强调以读者为中心的翻译策略，译者为了通顺、准确地传达信息，可以对原文的逻辑、语言结构进行适当修改。通过分析网络政务新闻长难句总结翻译技巧，重点分析如何在实践中处理长难句中的政治特色词汇、排比句、无主句、修饰语过长的句子和重复句式，强调汉译英中的“转化思想”，总结相应的翻译技巧以供外宣翻译工作者借鉴。

On-line government news refers to the news posted by administrations on official websites. The news may cover campaigns and meetings that relate with the certain affairs in the charge of an executive department. Each on-line government news only covers one event. The passage is short and is written in a formal tone. In order to publicize Chinese policies to foreigners, Chinese governments at all levels are paying much more attention to developing English version of government websites. A number of Chinese ministries offer the opportunities for translators to work for their on-line news Chinese-English translation projects. The cases in this paper are taken from the on-line news translation project supported by the National Health and Family Planning Commission (PRC) and other ministerial administrations. According to the theory of text typology, on-line government news are informative texts. The author believes that the smooth transfer of message is the essential task in on-line government news translation project. To translate the information accurately and naturally, translators can modify logics and structures of the original Chinese texts, providing no main idea is distorted. The author analyzes the translation of long difficult Chinese sentences, including sentences with words of Chinese characteristics, parallel sentences, sentences without subject, sentences with long modifiers and repetitive sentences. The author emphasizes the idea of transformation in C-E translation and provides relevant strategies.
