当前中国社会已经迈入社会转型的快速发展期，社会组织的发展如雨后春笋般应运而生。固有的国家管理社会的形式和方法对于现在中国新生代社会组织的发展状况来说已经有了缺陷，势必要发展创造新的管理方式与国家管理相互补充，促进政府职能转移，让更多的管理主体参加到管理社会组织的队伍里，从而推动社会组织对公共社会服务管理负责。因此就需要向专业评估类型的社会组织购买第三方专业评估服务，运用专业的评估方式，促进社会组织的发展。 本研究采用案例分析的方法。以宁夏社区发展项目为案例，分析第三方评估机构采用的支持性评估模式，结合该评估指导社会组织发展的过程分析探索出支持性评估是如何运用于社会组织发展的、它的作用原则有哪些、第三方遵循了哪些运用原则。研究中通过半结构式访谈、参与式观察、分析获取了8家社会组织，3位评估专家的访谈资料、评估互动的过程资料等。 研究发现：1）支持性评估能以社会组织的项目/业务为核心，在对话互动过程中进行实时评估，评估互动过程中能够对对方持有尊重、开放的态度。本着从社会组织的内外部需求脉络出发，尊重了社会组织的能力现状、提升了社会组织自我效能感、促进了社会组织的良好发展、实现了社会组织由内到外能力的提升并形成独有品牌项目，真的做到了“以评促建”的效果。2）支持性评估将评估的关注点由原先只看社会组织“做了什么”转变为关注并挖掘社会组织“能做什么”。3）支持性评估既可以实现规范性的保证，又可以促使社会组织良好发展。该评估方式在本案例的运用可以给更多用评估促进社会组织发展的方式提供理论和实务借鉴。

At present, Chinese society has entered a period of rapid development of social transformation, and the development of social organizations has sprung up. The inherent forms and methods of state management society have already had defects in the development of China's new generation of social organizations. It is necessary to develop and create new management methods and national management complement each other, promote the transfer of government functions, and allow more management entities to participate in the management of social organizations, thereby promoting social organizations responsible for public social service management, so it is necessary to The evaluation type of social organization purchases third-party professional assessment services and uses professional assessment methods to promote the development of social organizations. This study uses a case study approach. Taking the Ningxia Community Development Project as a case, analyze the supportive evaluation model adopted by the third-party evaluation agency, and combine the assessment to guide the process analysis of social organization development to explore how the supportive assessment is applied to the development of social organizations, and what are its principles of action? What application principles are followed by third parties. In the study, eight social organizations, three evaluation experts interviewed, evaluated interactions and process data were obtained through semi-structured interviews, participatory observations, and literature analysis. The research finds that: 1) Supportive evaluation can focus on the social organization's project/business, and conduct real-time evaluation in the process of dialogue and interaction, and evaluate the attitude of being respectful and open to each other during the interaction process. Starting from the internal and external needs of social organizations, it respects the status quo of social organizations, enhances the self-efficacy of social organizations, promotes the sound development of social organizations, and enhances the ability of social organizations from inside to outside. Branded projects have really achieved the effect of “promoting construction by evaluation”. 2) Supportive assessment will focus on the assessment from the original view of what the social organization “does” to focus on and tap into what the social organization “can do”. 3) Supportive assessment can not only achieve normative guarantees, but also promote the sound development of social organizations. The application of this assessment method in this case can provide theoretical and practical reference for more ways to evaluate the development of social organizations.
