在“巩固拓展医疗保障脱贫攻坚成果，有效衔接乡村振兴战略”的大背景下，合作治理作为解决农村健康贫困这一世界性难题的有效解决方案，探索社会组织有效协同其他多元主体开展医疗救助的合作运行机制是一个既有现有现实意义又有理论意义的研究问题。

本研究基于Ansell和Gash两位学者的合作治理分析框架，运用典型案例分析方法，通过分析社会组织与多元主体共同参与农村医疗救助的系统环境、驱动因素和合作过程，尝试揭开社会组织有效协同其他多元主体参与农村医疗救助背后的合作治理运行机制并提出发展建议。研究发现合作的发生离不开外部系统环境的影响，政府不断创新社会治理格局，加强顶层设计、政策引领和服务支撑体系建设的大背景下，农村居民随着重大疾病筛查的普及而新增大量医疗救助需求的棘手问题，不断呼唤着政府、社会组织、企业以及整个社会去关切和回应求助者的需求。同时，目标共识的达成、彼此信任和资源依赖等因素驱动合作治理行动的开展。最后，社会组织协同多主体合作持续运行离不开以多家社会组织为核心驱动的服务筹资网络和服务递送网络的有效运转，而医疗救助达成的积极效果激励社会组织协同多元主体持续合作。 本研究的主要贡献在于结合合作治理分析框架，尝试从系统背景、驱动因素以及合作过程去分析典型案例F机构农村医疗救助项目得以有效运转8年背后深层次的合作治理运行机制，为更好的促进社会组织参与农村医疗救助实践提供理论参考。Collaborative Governance Mechanisms;Rural Medical Assistance;Social Organizations |

The main contribution of this study is to analyze the underlying mechanisms of collaborative governance in the context of the system, the drivers and the collaborative process behind the effective operation of the rural medical aid project in a typical case of Agency F for eight years, in order to provide a theoretical reference for better promoting the participation of social organizations in the practice of rural medical aid.

In the context of "consolidating and expanding the achievements of medical insurance to fight poverty and effectively connecting with the rural revitalization strategy", as an effective solution to the worldwide problem of rural health poverty, exploring the collaborative operation mechanism of social organizations to effectively collaborate with other multiple subjects to carry out medical aid is a research issue with both existing practical and theoretical significance. Based on the collaborative governance analysis framework of Ansell and Gash, this study uses a typical case study to analyze the systemic environment, driving factors and collaborative processes of social organizations and multiple actors in rural medical aid, in an attempt to uncover the operational mechanism of collaborative governance behind the effective participation of social organizations in rural medical aid in collaboration with other multiple actors and to propose development suggestions. The study finds that collaboration cannot occur without the influence of the external systemic environment. Against the background of the government's continuous innovation in social governance, strengthening top-level design, policy leadership and service support system construction, the thorny issue of rural residents' new demand for medical aid with the popularization of screening for major diseases constantly calls for the government, social organizations, enterprises and society as a whole to care for and respond to the needs of helpers. At the same time, the consensus on goals, mutual trust and resource dependence drive cooperative governance actions. Finally, the effective operation of the service financing network and service delivery network driven by multiple social organizations is indispensable for the sustainable operation of the multi-corporate cooperation of social organizations, and the positive results achieved by the medical aid motivate the sustainable collaboration of social organizations and multi-corporate. The main contribution of this study is to analyze the underlying mechanisms of collaborative governance in the context of the system, the drivers and the collaborative process behind the effective operation of the rural medical aid project in a typical case of Agency F for eight years, in order to provide a theoretical reference for better promoting the participation of social organizations in the practice of rural medical aid. |
