公务接待是国家公务主体展示形象风貌、推动合作交流、保障工作需求而开展的日常工作,是协调公务关系客体的行为。党的十八大以来,以中央八项规定为代表的一系列公务接待政策在Z市实施,实现了公务接待客情逐年递减、依规接待的观念基本确立、公务接待经费不断降低等成效。

本文围绕新时期Z市公务接待政策执行这个核心议题,在梳理了Z市接待部门——市接待办公室执行各项中央、省、市的政策依据基础上,运用文献研究法、访谈法和比较分析法等研究方法,以史密斯模型的政策、执行机构、政策实施对象、环境四要素为基础,分析公务接待政策、Z市公务接待部门、接待实施对象和政策实施环境,发现其问题并分析其原因,参考借鉴了上海市、深圳市、广州市黄埔区、湛江市在公务接待政策执行方面的特色做法,提出完善Z市公务接待政策执行的对策。最后,从Z市视角出发,展望了全国各地公务接待部门的发展前景。

Official reception is the daily work carried out by the main body of the state's public service to display the image and style, promote cooperation and exchange, and safeguard the needs of the work, and it is the behavior of coordinating the object of official relations. Since the 18th Party Congress, a series of official reception policies represented by the Party's eight-point frugality code have been implemented in Z City, realizing the effects of decreasing the number of official reception guests year by year, basically establishing the concept of reception in accordance with the rules and regulations, and decreasing the funds for official reception.

This paper focuses on the core topic of policy implementation in the official reception sector of Z city in the new period, and on the basis of sorting out the basis for the implementation of the policies of the central, provincial and municipal governments in Z city, we use research methods such as the literature research method, the interview method and the comparative analysis method, and analyze the policies on official reception in Z city, the official reception sector in Z city, the officials and cadres in Z city, and the official reception policy in Z city, on the basis of the four elements of the Smith policy implementation pattern: the policy, the executive body, the object of the implementation of the policy, the environment, and so on. Z city official reception policy, Z city official reception department, Z city official reception cadres and Z city to carry out reception environment, found that Z city official reception department has limitations in formulating policies, the function has a tendency to weaken, the team construction situation lags behind, the peripheral environment to limit the development of the official reception of the four outstanding problems and analyze the reasons for it, with reference to the reference to the Shanghai Municipality, Shenzhen Municipality, Huangpu District of Guangzhou City, Zhanjiang City in the implementation of the official reception policy of the characteristics of the approach to put forward to improve the implementation of policy of the reception department of the Z city It proposes countermeasures to improve the policy implementation of Z city's hospitality department, i.e., improving and enriching its own policy system, constructing and adjusting the scope of functions, cultivating core competitiveness, highlighting capacity building, creating a professional team, and integrating hospitality resources to seek for environmental protection. Finally, from the perspective of Z city, it looks forward to the development prospect of official reception departments across the country.
