人才评价是人力资源管理活动中的核心内容,也是其它人力资源管理环节的基础。在我国卫生事业迅速发展的社会背景下,科学有效地进行人才评价已经成为各卫生机构的普遍需求,而在人力资源研究领域日趋成熟的基于胜任力的人才评价理念则为卫生领域人才评价工作提供了创新与突破的机遇。目前,我国对护理人员的选拔、培训、绩效考核,主要基于他们的基本业务知识、技能及平时的工作表现,在很大程度上忽视了胜任力的其他要素。本研究以胜任力模型理论为基础,对护理人员所需的知识技能和能力特质采用不同的方法分别进行研究,以分析护理不同岗位所需要的胜任力。从实践中总结归纳一般性规则和流程,为将来提供规范化胜任力评价服务提供借鉴。在此指导思路下,全文共分为六个部分。第一部分主要阐明了文章选题的背景和研究意义,指出了开展基于胜任力的护理人员评价理论研究和应用实践的重要价值。同时就研究方法和文章的结构与框架进行了相关说明。第二部分以对全球胜任力的研究与发展进行概述为主,一方面结合胜任力的概念进行了一定的理论探讨,另一方面通过知识技能研究和能力特质研究两个领域的探索对胜任力研究的思路和方法进行了详细的阐述。第三部分重点是从我国护理人员数量及变化趋势、基本结构和分布、地域分布及主要问题讨论等几个方面,在系统回顾我国官方最新发布的护理人力资源相关统计数据的基础上,对全国护理人员的数量配置情况以及地域、机构和结构(如性别、年龄、护龄、学历、职称等)分布状况进行了分析和评价,以期能为后续的护理人力研究提供依据和参考。第四部分主要是对三级医院护理人员胜任力开展系统研究。分别研究和建立三级医院护士长和护士的胜任力模型并进行分析讨论。第五部分着重介绍了在潍坊医学院附属医院进行护理人员胜任特征调查,调查目的是为了对前面的护理人员胜任力研究模型进行应用和验证。第六部分通过胜任力在护理人力资源管理实践中的应用,总结出在护理人力资源管理重点领域(如选拔、考核、培训等)的应用启示。

Talent evaluation is the core of human resource management activities, is also the basis for other aspects of human resources management. With the rapid development of health care in China, scientific talents evaluation has become the universal demand, health agencies and maturing in the field of human resources research based on the competency of personnel evaluation concept for health personnel evaluation provides the opportunities of innovation and breakthrough.At present, nursing staff selection, training, performance appraisal in China, based primarily on the performance of their basic professional knowledge, skills and peacetime, but largely ignored the competency of the other elements. In this study, the competency model based on the theory of nursing knowledge, skills and abilities required characteristics using different methods were studied to analyze the different positions of nursing competency needed. From the practice of summarizing, the general rules and procedures for the future to provide standardized competency evaluation services for reference.Under the guidance of ideas, the text is divided into six parts.Part I mainly illustrates the background and significance of the topic of the article, points out the importance of nurses to carry out evaluation of the value of theoretical research and practical application of the competency -based . Meanwhile illustrates the research method and the article structure and framework.Part II of the research and development of global overview of competency -based, on one hand combined with the concept of competency discussed some theoretical , on the other hand, research and exploration of knowledge and skills through research and capacity characteristics of competency ideas and methods were studied in detail.Part III focuses on the quantity and trends from nurses , the basic structure and distribution , geographical distribution and other aspects discussed the main issues in nursing human resources on the basis of statistical data related to a systematic review of the latest release of the official of the National the configuration and the number of nurses geography, institutions and structures ( such as gender, age, nursing age, educational background, professional title, etc. ) distribution were analyzed and evaluated in order to provide the basis and reference for subsequent nursing human studies .Part IV is the overall quality of nursing competency systematic research. Were investigated and established the model of competence quality tertiary hospital head nurse and nurse and discussed.Part V focuses on the Affiliated Hospital of Weifang Medical College, conducted in nursing competency survey aimed to the front of the nursing staff competency model to study the quality of the application and verification.Part VI through competency in nursing practice in human resource management , summed up the application revelation in key areas of nursing human resource management ( such as selection, evaluation, training , etc.) .
