改革开放以来，我国对外贸易发展取得了长足的进步，目前已成为全球货物贸易第一大国、服务进口第二大国，但仍存在着对外贸易“大而不强”“贸易附加值低”等问题。现如今我国已进入全面建设社会主义现代化国家的新发展阶段，要牢牢把握高质量发展这个首要任务。2021年11月，商务部印发《“十四五”对外贸易高质量发展规划》，明确“十四五”期间我国对外贸易高质量发展的基本原则和重点任务，其中“数字化”“贸易全链条数字化”等被多次提及。近年来产业数字化已成为我国经济发展中最具有活力和韧性的部分之一，贸易的数字化也必将成为促进我国对外贸易高质量发展的重要推动力。然而既有的研究多集中于数字经济或对外贸易发展，关于产业数字化和对外贸易高质量发展的研究较少。本文在明确产业数字化和对外贸易高质量发展内涵的基础上，构建了包括3个一级指标和13个二级指标在内的产业数字化评价指标体系、5个一级指标和9个二级指标在内的对外贸易高质量发展评价指标体系，收集全国30个省（市）2008至2021年的各项相关数据，并使用熵值法测算出对应的产业数字化水平和对外贸易发展水平。在此基础上，通过梳理分析既有的研究文献，提出了反映二者关系的三点假设：H1：产业数字化可直接推动对外贸易高质量发展；H2：产业数字化通过提升人力资本水平驱动对外贸易高质量发展；H3：产业数字化通过提升科技水平驱动对外贸易高质量发展。为了验证三点假设，本文进行了基准回归、多种方式的稳健性检验、机制检验以及区域异质性分析。全文的主要结论如下：第一，产业数字化水平对对外贸易高质量发展具有直接的驱动作用，在替换被解释变量、剔除特殊年份等稳健性检验后结论依然成立。第二，从中介效应角度出发，结合理论与实证得出：产业数字化可以通过提升科技水平和人力资本水平驱动对外贸易高质量发展。第三，将我国30个省（市）按照“一带一路”范围划分，进行区域异质性分析，结果表明产业数字化对对外贸易高质量发展的影响在非“一带一路”地区表现得更显著；产业数字化水平越高，对驱动对外贸易高质量发展的效果越明显。最后，结合理论和实证的研究成果并基于我国现阶段国情，本文从推动贸易数字化全方位赋能、加强人才队伍建设、提高科技水平、发挥核心省（市）辐射功能等四方面提出了相应的政策建议。

Since the reform and opening up,China's foreign trade development has made great progress,and now has become the world's largest country in goods trade and the second largest country in service imports,but there are still problems such as foreign trade "big but not strong"and "low valueadded trade". In November 2021, the Ministry of Commerce issued the "14th Five-Year Plan for the HighQuality Development of Foreign Trade",which clearly defines the "14th FiveYear Plan In November 2021,the Ministry of Commerce issued the "14th FiveYear Plan"for the highquality development of foreign trade,which specifies the basic principles and key tasks for the highquality development of China's foreign trade during the "14th Five-Year Plan", among which "digitalization"and "digitalization of the entire trade chain"are mentioned several times.In recent years,the digitization of industry has become one of the most dynamic and resilient parts of China's economic development,and the digitization of trade will definitely become an important driving force to promote the highquality development of China's foreign trade.However,most of the existing researches focus on digital economy or foreign trade development,but there are fewer researches on industrial digitalization and high quality development of foreign trade.In this paper,on the basis of clarifying the connotation of industrial digitalization and high quality development of foreign trade,an evaluation index system of industrial digitalization including 3 primary indicators and 13 secondary indicators,and an evaluation index system of high quality development of foreign trade including 5 primary indicators and 9 secondary indicators are constructed,and the relevant data of 30 provinces (cities)from 2008 to 2021 are collected,and the entropy value method is used to measure the corresponding level of industrial digitalization and high quality development of foreign trade.The corresponding industrial digitalization level and foreign trade development level were measured using the entropy method.On the basis of this,three hypotheses are proposed by combing and analyzing the existing research literature: H1: Industrial digitalization can directly promote the high quality development of foreign trade;H2:industrial digitalization drives the high quality development of foreign trade by improving the level of human capital;H3:industrial digitalization drives the high quality development of foreign trade by improving the level of science and technology.In order to test the three hypotheses,this paper conducts benchmark regressions, robustness tests in multiple ways, mechanism tests, and regional heterogeneity analysis.The main findings of the full paper are as follows: First, the level of industrial digitization has a direct driving effect on the high quality development of foreign trade, and the conclusions still hold after replacing the explanatory variables and excluding the special years and other robustness tests. Second, from the perspective of mediating effect, combining theoretical and empirical evidence, we conclude that industrial digitalization can drive the high quality development of foreign trade by improving the level of technology and human capital. Third, we analyze the regional heterogeneity of 30 provinces (cities) in China according to the scope of "One Belt and One Road", and the results show that the impact of industrial digitization on high-quality development of foreign trade is more significant in non-"One Belt and One Road" regions. The higher the level of industry digitization, the more obvious the effect on driving the high-quality development of foreigntrade.Finally,combining theoretical and empirical research results and based on China's current national conditions,this paper puts forward corresponding policy recommendations in four aspects,such as promoting trade digitization to empower allround,strengthening the construction of talent team,promoting further development of technology,and playing the radiation function of core provinces (cities).
