当前,如何切实提升大学生就业力是我国高校提高人才培养质量与办学效益,帮助大学生谋求人生发展的重大课题。近年来,英国关于学生就业力的理论与实践不断深化,提升大学生就业力的措施拓展至教学、科研、校园文化建设、社会实践等领域,一系列有利于大学生就业力提升的措施,尤其是系统设计、统筹推进和分步骤实施的大学就业力战略,起到了提升大学生就业力的效果。有鉴于此,根据研究资料的可获得性、丰富性和影响力,本论文采用文献分析法和个案分析法等研宄方法,集中研宄了英国大学为提升大学生就业力所采取的战略措施,以便于我国高校提升大学生就业力的创新举措提供借鉴。 英国大学提升就业力的措施得到了英国政府有关部门的大力支持,这是因为国际上风云变化、竞争激烈,不仅欧盟有明确的促进学生就业力的政策导向,而且英国国内随着知识经济的蓬勃发展,就业市场压力巨大。为此,英国政府为大学提升学生就业力工作提供了一定的经费支持,推动就业与能力之间相关探索,同时,对于雇主参与就业力培养等方面也给予了政策支持。 英国大学提升学生就业力的策略在各大学得到重视,一个重要的原因在于英国大学认为提高毕业生的就业力是英国高等教育体系的任务和义务。为此,英国大学在提升就业力战略方面的主要措施包括:以人才培养核心要素为导向,确立就业力发展为核心目标;多主体参与,合力提升就业力;多维度搭建提升就业力的平台;以及多种资源支持,为就业力提升提供保障等。此外,从大学就业力提升战略的设计、实施以及特征等维度,对于作为传统大学代表的爱丁堡大学、作为红砖大学代表的利兹大学以及作为平板玻璃大学代表的肯特大学和约克大学,进行了细致的个案研宄,以便从更多的细节中理解不同类型大学的就业力战略。 英国大学就业力提升战略还得到了广泛的社会支持,职业协会组织不仅持续推动就业力发展研宄,而且支持就业力培养实践;雇主协会则通过建立实训基地与项目,提供实习机会,甚至参与大学教学活动来支持就业力提升工作;社会评估机构也为大学提升学生就业力提供了排名激励。 总之,英国大学就业力提升战略的推进得到了英国政府的支持,社会组织积极参与提供福祉支持,大学自身则自主探索创新,从而取得了就业力观念深入人心、毕业生就业率有所提高、毕业生雇主满意度不断改善等实效。 借鉴英国经验,我国高校应该重视大学生就业力提升工作,并且上升到学校发展战略的高度,为此,我国政府要进一步加强人才培养方面的顶层设计,高校要加强就业力提升工作的系统探索,用人单位要加强市场用人导向的培育支持,全社会要加强学生就业力提升的多元协同。

At present, how to improve the employability of college students effectively is a major issue for Chinese colleges and universities to enhance their quality of personnel training, increase the benefit of their own, and help their students to achieve better development. In recent years, the UK has continuously developed the theory and practice of students5 employability; their measures aiming to improving college students5 employability have expanded to areas like teaching, scientific research, campus culture construction and social practice etc. These actions in favor of strengthening college students’ employability, in particular the strategic system designing, balanced promoting and stepwise implementation, have played an effective role in improving the employability of college students. Thus, considering the availability, richness, and influence of research data, this paper used literature analysis methods and case analysis methods to focus on the strategic measures adopted by UK universities to improve the employability of university students. And the aim of the research is to offer reference to the innovation of Chinese colleges and universities in improving their students’ employability. The reasons why the actions taken by the UK universities to increase employability were strongly supported by the British government and relevant departments lie in two aspects. First, the EU have a clear policy orientation to promote the employability of students in face of the ever changing international environment and fierce global competition. Second, with the booming of knowledge economy, the UK has also been facing severe employment condition domestically. The UK government thus provided a certain amount of financial support for the university’s efforts to improve students’ employability and to promote relevant explorations of employment and ability. At the same time, employers also enjoyed government support when they participate in the cultivation of employability. The strategy to improve students’ employability has received due attention in universities in the UK. One important reason is that the UK universities believe that it is their duty to improve the employability of their graduates. To fulfill their obligation, the UK universities mainly conducted the following measures: establishing employment development as the core goal with the essential elements of personnel training as the guide; improving the employability jointly through multi-subject participation; building a multi-dimensional platform to increase employability; providing a variety of resource supports to ensure the improvement of employability etc. In addition, this paper made detailed case-studies form the dimensions of design, implementation and feature of the employability improvement strategy so as to present a clearer face of employability strategy of different universities. The objects of study include: The University of Edinburgh, a representative of classical universities; the Leeds University, a representative of the Red Brick Universities; and the Kent University and the York University, representatives of the Flat Glass Universities. The UK University’s employability upgrading strategy has also received extensive social support. The professional association organization not only continues to promote the development of employment force, but also supports the employability training practice. The employers’ association provides internship opportunities through training bases and projects, and even participates in universities, teaching activities to support the employability promotion project. What?s more, social assessment agencies provide a ranking incentive for universities to improve student employability. In short, the promotion of UK universities5 employability upgrading strategy is supported not only by the British government, social organizations have also actively participated in it by providing corresponding support. Besides, the universities themselves have conducted independent exploration and innovation in employability improvement. All the efforts of the three parties have jointly generated many actual results — the concept of employability has deep rooted in public mind, the employment rate of graduates increased, and employers continuously felt satisfied with the graduates they hired. Learning from the British experience, Chinese colleges and universities should attach due importance to the upgrading of university students5 employability and shift the issue onto a higher level of development strategy. To improve Chinese students’ employability, the government, the colleges and universities, the employers as well the whole society should make a joint effort—the government polish its top-level design in talent training; the colleges and universities enhance their systematic exploration in employability improvement; the employers strengthen their supports in the market talent needs orientation; the whole society reinforce the all-round coordination in promoting students’ employability.
