2011年，是独联体成立20周年。在这20年里，各成员国的经济都取得了快速发展。同时在全球化和区域经济一体化浪潮的推动下，独联体经济一体化也取得了一定进展。但与欧盟和东亚地区的经济一体化相比，发展仍然相对滞后。本文以区域经济一体化理论为指导，对独联体经济一体化的发展历程、特征、一体化效应和离心力因素进行了深入分析。通过研究，本文把独联体经济一体化的发展历程分为五个阶段，并通过与欧盟和东盟自由贸易区进行对比分析，指出独联体经济一体化是对苏联后经济空间的修复和重建，是俄罗斯占主导地位的一体化，是没有明确目标的一体化。同时通过对欧亚经济共同体的个案研究，从传统经济收益（静态效应和动态效应）、非传统经济收益和“外溢”效应三个角度分析独联体的经济一体化效应。独联体经济一体化步履缓慢的原因不仅包括独联体内部因素同时包括欧盟东扩、西方分化等外部因素。最后，通过总结分析得出，未来的独联体经济一体化发展模式将是以俄罗斯为核心、以能源为重点，以俄白哈为轴心、以欧亚经济共同体为平台的不同速度、多水平、多层次的一体化。

2011 is the 20th anniversary of the Commonwealth of Independent States. In the past 20 years, the member states of the CIS have achieved great development in the economy. With the waves of globalization and regional economic integration, the economic integration of the CIS has made some progress. However, compared with the EU and East Asia's economic integration, the development is still relatively backward.With the use of the theory about regional economic integration, this paper analyzes the the development process, feature, integration effects and the centrifugal factors of the CIS in – depth. Through research, the development process about the economic integration of the CIS is divided into five stages in this paper. And by comparison with the EU and the ASEAN Free Trade Area, this paper points out that the economic integration of the CIS is the integration about the repair and reconstruction of the post-Soviet economic space with no clear objectives. And this paper analyzes the effects of economic integration of the CIS through a case study of the Eurasian Economic Community, from the three perspectives of the traditional economic gains (static effect and dynamic effects), non-traditional economic gains and the "spillover" effects. The reasons of the slow pace about the economy integration of the CIS are the internal factors and the external factors such as EU enlargement and differentiation by the Western countries. Finally this paper concludes that the development model about the economic integration of the CIS will be based on Russia, with the focus on energy, with the axis of Russia, Belarus and Kazakhstan and with the Eurasian Economic Community as a platform.
