从2010年“国培计划”提出以来,国家对中小学教师的培训达到了前所未有的重视程度。校本培训模式产生于上世纪七十年代的美国,经过十五年来的发展与演变,逐渐成为世界上诸多国家教师培训的主流模式。我国中小学教师培训中也广泛应用校本培训模式,并以校本培训独特的优势,在很大程度上弥补了新课程师资培训的不足。在培训的针对性、有效性及灵活性方面,校本培训可以说是众多教师培训继续教育形式中最具广泛性和持续性的培训方式。为了进一步提高校本培训的效果,有效引导校本培训的发展,如何评估校本培训的质量、怎样构建校本培训的评估指标体系,成为一个重要的问题。培训评估指标体系是整个校本培训中不可或缺的重要组成部分,科学的评估指标体系能够客观地判断培训完成的质量,可以提高培训方案决策的科学性,并且在培训过程中做出诊断,及时帮助培训者改善培训方案,保障培训的效果。因此,本文以中小学校本培训质量评估指标体系为研究对象,以杭州市余杭区的中小学校本培训质量评估体系为实证研究对象,采用文献资料法、问卷调查法等方法对中小学校本培训质量评估体系存在的问题进行分析,并提出本文的校本培训质量评估指标体系,促进校本培训的进一步发展。本文共分为五个部分:第一部分为前言,介绍本文的研究背景,对国内外研究进行综述,提出本文的研究目的、内容、方法和假设。第二部分为教师校本培训质量评估存在的问题分析,以余杭区为例,对该区域的中小学校本培训质量评估实践进行分析,对其存在的问题进行探索。第三部分阐释校本培训质量评估指标体系的理论基础,建构中小学校本培训质量评估指标体系,通过问卷调查法及数据分析法来确定质量评估三级指标及权重。第四部分为教师校本培训质量评估指标体系的适切性研究。对提出的校本培训质量评估指标体系,采用理论分析的方法,从目标、内容、操作与应用四个层面来进一步分析各个指标的适用性问题。第五部分为研究结论与相关问题的讨论。

Since the emergence of "national training plan" in 2010, our country have paid unprecedented attention to training towards primary and middle school teachers. School-based training model produced in the seventies of the last century in the United States, which has experienced development and evolution for fourteen years, thus becoming the model of world training programs for teachers. So does our country. We employ this model to advance some of our disadvantages in this field. Based on the flexibility and effectiveness of this training method, school-based training can be regarded as the most comprehensive and enduring training of all. In order to further enhance the efficiency of training and guide related personnel to conduct such trainings, the appraisement of training quality and the construction of appraisal index are of great importance. During the school-based training system, training appraisal system is indispensable which can objectively test training quality to make the training schemes much more scientifically and adjust training scheme in time, thus helping reaching training target. Henceforth this thesis takes the primary and middle school appraisal training system in Yuhang District of Hangzhou as the research subject .Besides this thesis employs several research methods such as literature review, questionnaire etc. to analyze the problems in school-based training and then put forward the appraisal system of training quality of this school in its training process to enhance the whole training system. This paper is divided into five sections:The first section is introduction which describes the background, significance and purpose of this research, and then a review of the researches is to be elaborated. The following is the structure and research methods.The second section explains the theoretical basis of school-based training quality evaluation index system, evaluation of the relevant educational theory and school-based training evaluation methods of analysis, theory and method of evaluation index created.The third section is to reflect on the quality appraisal system of school-based training based on the research object that the thesis has been taken. And then the thesis is to further explore the underlying problems of the appraisal system.The fourth section is to raise a feasible scheme to appraise the quality of school-based training after analysis of the questionnaire and data that have been gleaned.The last section of the thesis is to test the application of the index system.
