政治语境下的 “党管媒体”制度设定了中国媒介管理制度改革的目标和路径，而经济体制改革引起的社会生活环境变化则是推动改革的深层动因，社会公民化取向和社会民主化趋势也不断刺激着传媒的变革深度。政治、经济的共同作用下，媒介管理如何既坚持 “党管媒体”，又实现适应市场经济规律和社会发展取向的媒介变革，探索保证党委领导、调控适度、运行有序、促进发展的宏观媒介管理制度，成为中国的媒介管理者面临的重大课题。现行媒介制度改革基本上局限于原有的新闻体制下，缺乏总体目标的确定性，结构失衡、运作失序、管理失范等问题进一步突显，一定程度上影响到中国传媒业的发展和传媒管理的成效。本文主要运用公共选择理论、制度经济学理论和利益分析的方法，选择官方话语和政策为切入点，分析政治、经济等因素影响中国媒介管理制度改革的目标和走向，并对媒介管理策略的调整提出建议。通过分析，论文提出政治因素是决定媒介管理制度的决定力量，经济因素则不断推进媒介管理制度的变革，两种因素在媒介管理制度的不同领域、不同层面发挥作用，其矛盾可能在制度结构的不同层次上调和。以此，论文进而提出在中国权威主义框架内，要处理日益扩大的社会参与要求与社会稳定的关系，提出管理体系必须具有不断调适的能力和空间，既维持和巩固执政党的统治地位，又规避经济风险，还要逐步满足正在发展的社会公共领域的需求。最后文章分析了中国媒介管理制度改革的路径依赖，指出改革将更多地从工具、功能、功利的角度来确定传媒改革的方针和路径，这最终将是政治派别利益、媒体产业利益与公众利益的博弈。中国媒介管理制度改革无疑是政府、媒体和公众的一大关注点，但改什么、如何改，存在不少模糊认识，论文选取宏观视野，综合分析，对进一步深化改革认识，拓宽改革思路具有一定的借鉴意义。
