党的十八大报告要求把保障和改善民生放在更加突出的位置，不断加强和创新社会管理。社区在保障和改善民生，确保人民安居乐业、促进社会和谐中具有重要作用。加强和创新社会管理，需要把人力、财力、物力更多地投入到社区，努力健全基层组织、壮大基层力量、整合基层资源、夯实基础工作，强化社区自治和服务功能，健全新型社区管理和服务体制。随着经济的发展，社会的进步，人民生活水平的提高，社区居民对社区服务的专业化水平的要求也随之提高。为推动新型社区的发展进程，满足服务居民的基本理念，实现社区服务的专业化趋势，专业社会工作的介入将是对新型社区建设和管理的一剂良药。通过“三社联动”模式，社区、社会工作服务机构、社会工作者共同探讨、摸索服务的专业化途径和方式。其中，社会工作者作为一线服务者，运用专业的理论知识和技能，配合一定的实践经验，在提供专业化的服务中扮演了多重角色：调研者、需求评估者、活动策划者、教育者等专业角色。然而在“社会工作”这一新兴职业尚未被全社会认知的情况下，社会工作者在开展专业服务进程中很难顺利推进，其中，最主要的一个表现就是社会工作者角色偏差的产生。本文首先以民政局项目作为案例分析对象，介绍目前我国政府对社区建设的作用，通过实例来阐述社会工作者在社区服务中的专业化角色。之后，笔者又通过实践、访谈、问卷反馈等多样化形式和渠道总结出社区社会工作者角色偏差的表现，主要包括：社区社会工作者与社区工作者的角色混淆、社区社会工作者与志愿服务者的角色混淆、社区社会工作者角色超载三个方面。针对上述现象，笔者从多个维度进行分析和研究，找出问题出现的相关原因。从根本上说，是由于社会工作者专业化水平不高所致，而主要原因可以概括为在有利于社会工作发展的社会环境有待完善。虽然，社会工作专业化水平仍处于上升阶段、认知度仍有待进一步扩展，但只要通过社会各界人士的共同努力，构建有利于社会工作发展的社会环境，来辅助社会工作者进行正确的角色定位，从而推动社会工作人才队伍建设、社会工作专业良性发展。提供更加专业化的服务，有利于推动社会主义和谐社会的建设。

Community plays an important role to promote social harmony in ensuring and improving people's livelihood, to ensure that the people to live and work in peace and contentment. In order to strengthen social management and innovation, it is necessary to spend more human resource, financial resource and material resource into the community, efforts to improve the organization at the primary level, strengthen grass-roots power, integration of resources, strengthen basic work at the grass-roots level, strengthen community autonomy and service function, improve the system of the new type of community management and service. With the development of economy, the progress of the society, and the improvement of people's living standards, the community residents require a higher specialization level on the community service. In order to promote the development process of new type of community, to meet the basic concept of serving residents, and to implement the specialization trend of community service, the intervention of the professional social work will be the best shot for the new type of community construction and management. Through the "Three social linkage" mode, community, social workers, and social work services discuss together, grope the specialized ways and methods for service. Among them, the social workers as first-line server, using the theory of professional knowledge and skills, with certain practical experience, to provide professional services that plays a multiple role: investigators, needs evaluator, project planners, educators and other professional roles. However, the "social work" the new profession has not yet been fully recognized under the social cognition, it is difficult for social workers to make the process of professional services smoothly, among them, one of the main performance is the role deviation of the social workers.Firstly, this paper makes the civil affairs bureau as the breakthrough point that introduces the effects of the government makes to the community construction in China at present, illustrating the professional roles that social workers play in community service by some examples. After that, summarized the performance of the role deviation of community social workers which through practices, interviews, feedbacks and other diversified forms and channels, mainly includes: the role confusion between the community social workers and the community workers, the role confusion between the community social workers and the volunteers, and the role of the community social workers overload these three aspects. According to the above phenomenon, the author analyzes and research from multiple dimensions, find out what basically caused the problem and the main reasons. Fundamentally speaking, it is due to the low professional level of social workers, and the main reason can be summarized as the social environment conducive to the development of social work remains to be more perfect. Although the social work specialization level is still in the rising stage, awareness remains to be further expanded, however as long as the people from all sectors of the society working hard together, building a social environment conducive to the development of social work, to assist the social workers to find a right role for themselves, so as to promote the team construction of the social workers, and to develop the social work profession. Providing more and more professional service will be conducive to the construction of a harmonious and socialist society.
