目前公立乡镇普通高中的现状令人堪忧:低投入、差条件、缺师资、没保障。我国公立乡镇普通高中的办学“以县为主”，办学主体是县级政府。公立乡镇普通高中办学主体的行政职权主要有教育决策权、教育人事权、教育经费管理权、教育制度安排权、教育督导权等。公立乡镇普通高中办学主体的行政责任主要有贯彻执行上级教育方针、政策和法令；负责学校教育事业发展计划、基本建设；统筹教育管理经费；调配和管理学校校长教师；督导学校教育教学工作等。办学主体职责履行存在以下问题：办学条件较差；教育经费严重不足；师资总体素质不高，队伍不稳定；招生制度不利于乡镇高中发展等。办学主体对乡镇高中重视不足、办学主体权力与责任不对等和立法执法不完善是导致政府职责履行存在诸多问题的重要原因。权力和责任相匹配；规范权力责任、切实保障乡镇高中权利；管理法制化、制度化；完善监督机制是解决问题的根本出路。

Nowadays, the situation of high school in the rural area is very bad, such as low investment, bad educational condition, lack of teacher, and so on. In China, the host of high school in rural area is the prefectural government. The rights of the host contains the decision-making right, the personnel right, the management of the educational finance, the subject of education, the evaluation right of high school and so on. The responsibility of the host contains implement of the educational low and policy, making educational plan of the area, instruct the education and teaching, supervise the development of the education. There are some problems of the host in carrying out the responsibility, which caused by the amphibolous of the government’s right and responsibility, lacking the supervisory system. Therefore the government should making a clear division between right and responsibility of the government to protect the rights of the high school in rural area, and the management of the high school must carry out depending on the laws and institutions. At last, fulfilling the supervisory system and carrying out the Responsibility system is also a key measure to solve the problem.
