循环经济是运用生态学规律来指导人类社会的经济活动，是以资源的高效利用和循环利用为核心，以“减量化、再利用、再循环”为原则，以“低消耗、低排放、高效率”为基本特征的社会生产和再生产范式，是符合可持续发展理念的经济增长模式，是对“大量生产、大量消费、大量废弃”的传统增长模式的根本变革，其实质是以尽可能少的资源消耗和尽可能小的环境代价实现最大的发展效益。规划环境影响评价（以下简称“规划环评”）作为一种协调区域发展的新兴手段，正得到越来越多的重视和广泛的应用。如果将两者结合，一方面可以把循环经济理念落实在具体实践中，另一方面可以完善规划环评的技术程序和方法。2006年5月，在全国环境影响评价管理工作会议上，国家环境保护总局（现环境保护部）周生贤局长明确指示：“要通过规划环评，将发展循环经济的理念落实到具体规划中。”然而，在实际应用中，规划环评中循环经济分析的相关研究较少。目前的研究可以分为两种类型：一是继承区域循环经济评价的思路和方法，但这样由于评价指标范围太广，不能很好地与规划环评相结合；二是单独从从产业链的角度进行分析，缺乏定量分析。综合理论和实践两方面来看，目前规划环评中循环经济分析还停留在低水平的应用阶段。本文在总结区域循环经济评价及其在规划环评中的应用研究现状和进展的基础上，界定了规划环评中循环经济分析的概念，明确了规划环评中循环经济分析的原则和特征；在对循环经济的概念以及我国循环经济的特殊内涵深入分析的基础上，结合产业链、生态效率等理论，构建了规划环评中循环经济分析的IER理论模型。技术模式上，从指导规划环评实际工作的角度，以煤炭加工产业为例，提出了规划环评中循环经济分析涉及的指标体系、技术程序及方法模型，为规划环评中循环经济分析建立了一整套操作性强的步骤。最后，使用研究获得的理论和方法，结合国家环保总局规划环评试点项目——鄂尔多斯市主导产业与重点区域规划环境影响评价进行案例研究，通过循环经济分析，为规划方案的优化调整和规划实施提供建议，推动鄂尔多斯市经济与环境的全面、协调、可持续发展。

Circular economy is using ecology to guide social and economic activities. Its core is the efficient and recycling use of resources. Its principle is "reduce, reuse and recycle".Its basic characteristic is "low consumption, low emissions and high-efficiency ". It is in line with the concept of sustainable development and it fundamentally changes the traditional growth pattern of "mass production, mass consumption, the large number of waste ". Its essence is to achieve the greatest development effectiveness by resources and environmental costs as less as possible. As a new means of coordinating regional development, Planning Environment Impact Assessment (PEIA) is attracting more and more attention and applying widely. If the two are combined, on one hand, circular economy concepts can be implemented in practice, on the other hand, the technical procedures and methods of PEIA can be improved. In the meeting of the management of environmental impact assessment in May 2006, the Minister of State Environmental Protection Administration (now the Ministry of Environmental Protection), Zhou Shengxian, gave clear instructions: "We should implement the concept of circular economy into concrete plannings through PEIA.” However, there are few studies about circular economy analysis in PEIA in practice. There are two main research directions. First, it continued to use the ideas and methods of regional circular economy evaluation, but its evaluation indexs were too broad to meet the needs of circular economy analysis in PEIA; Second, It analyzed from the perspective of industrial chain separately and it lacked of quantitative means. Both in terms of theory and practice, the circular economy analysis in PEIA still remain at a low level. On the summarizing of Regional circular economy evaluation, as well as the application and researching actuality of circular economy analysis in PEIA, this thesis significantly developed deeply anatomizing and discussing of the definition and connotation of circular economy analysis in PEIA; summarized its principles and characters; and based on the industrial chain theory, eco-efficiency theory and so on, achieved the theoretical model of circular economy analysis in PEIA. From the perspective of guiding the PEIA’s practice, this thesis set index system, methods, and operational technical procedures of circular economy analysis. It will help improve the application level of PEIA.Finally, in order to testify the applicability and feasibility of the whole set technical procedure and method, we take the “Ordos City’s leading industries and key regional planning” as the example. By analyzing the character and level of circular economy in different periods and different sub-levels, we provid optimal adjustment advice for the planning and regional development, in order to promote social,economic and environmental coordinated development of Ordos City.
