智慧城市建设是推动城市创新,应对“城市病”现象的重要手段。本文以我国 2003-2020年220个地级市为样本,基于国家智慧城市试点政策这一准自然实验,利用双重差分法,评估了国家智慧城市试点政策对城市研发能力与创新精神的影响。结果显示,智慧城市建设可以显著提高城市研发能力和创新精神,而且实施时间越长,促进作用越明显;并且,结果通过了在相关稳健性检验后结论依然成立,。具备可行性;对于地理区域不同的城市而言,政策效果有显著差异性,西部地区城市的政策效果不显著,中部地区的政策效果显著好于东部地区。根据实证结论,本文进一步提出建设智慧城市的建议,即应当根据地区实际进行智慧城市建设,以此提升城市研发能力和创新精神提升,进一步促进我国城市发展。 |

The construction of smart cities is an important means to promote urban innovation and address the phenomenon of urban diseases. Using 220 prefecture level cities in China from 2003 to 2020 as samples, based on the quasi natural experiment of the national smart city pilot policy, difference-in-differences model is used to evaluate their impact on urban research and development capabilities and innovation spirit. The results show that the pilot policies for smart cities can significantly improve urban research and development capabilities and innovation spirit, and the longer the implementation time, the more obvious the promoting effect. At the same time, robustness testing is conducted to ensure the feasibility of the results; For cities with different geographical regions, there are significant differences in policy effects. The policy effects of cities in the western region are not significant, while the policy effects in the central region are significantly better than those in the eastern region. Based on empirical conclusions, further suggestions for building smart cities should be proposed, and smart city construction should be carried out according to regional realities, in order to enhance urban research and development capabilities and innovative spirit, and further promote urban development in China.The construction of smart cities is an important means to promote urban innovation and address the phenomenon of urban diseases.
