陕西省地处中国的西北地区，是一个教育大省，全省共有普通高等学校47所。由于经济基础相对较差，政府的扶持力度不够，高校扩招后，多数学校的基础建设跟不上高校飞速发展的步伐，尤其是体育设施更是滞后，严重的阻碍了陕西省高校体育运动的发展。本研究以陕西省10所高等院校为研究对象，采用问卷调查法、专家访谈法、文献资料法、数理统计法、逻辑分析法等综合性研究方法，对陕西省高等院校的足球运动现状主要从足球课程、足球代表队、课外足球活动等三个方面着手进行了系统的调查与分析。研究结果表明:1主管部门缺少对陕西省高校足球运动开展关注程度，学校领导忽视足球运动在学生中的影响力以及对校园文化建设的重要作用，没有切实意识到足球运动在素质教育中的功能性作用。2教学思想更新慢，竞技成分较多，忽视理论知识的传授，成绩评定差异性大，不能反应学生对足球运动的全面认识，教材与实际教学脱节，没有发挥教材应有的作用。3教师工作后再学习、进修的机会少，科研积极性不高，不能及时掌握有关足球教学、训练等新的知识，待遇存在不公平，课时系数较低，评职称相对其它专业较难，影响了教师工作积极性。4足球场地设施不充足，学生活动受到限制，草皮场地利用率低，缺少专门人员管理，没有制定场地使用和维护的制度，造成资源的浪费，缺少能够观看高水平足球比赛直播的场所，不能满足学生对收看电视直播的要求。5学生课外足球活动处于无序状态，没有成立学生足球俱乐部形式的学生团体组织，足球比赛往往局限在宿舍、班级、专业之间。缺少对这些足球的小群体活动的管理，学生获得足球信息的途径较少，业余足球讲座几乎没有。6陕西省高校足球代表队建设投入较少，学校不够重视，没有长期的、稳定的训练机制、比赛管理以及政策，训练不能正常进行，队员在校时间短，流动性较强，是校队建设的主要的障碍。

Shaanxi Province, located in the northwest of China, is a big educational Province. There are 47 averagecolleges and universities. Due to the relatively poor economic basis and the inadequate governmental support, after the expanding of colleges and universities, the infrastructure of most schools can’t keep pace with the rapid development of the schools themselves. In particular, the backwardness of the sports facilities severely holds back the development of sports in colleges and universities in Shaanxi Province.This study uses ten colleges and universities in Shaanxi Province as object.The writer adopts such comprehensive study methods as questionaires,expert intrviews,documentary resources,mathmatical statistics and logical analysis to systematically analyze the football development state from the aspects of football course, football delegation and extracurriculum football activities. The findings of this study are as follows.First: The management doesn’t pay enough attention to the football development. The school leaders ignore the influence of football development on the students and the role it plays in school construction. As a result, the functional role of the football development has not been realized. The teaching of theoretical knowledge is often ignored. There are big differences in assessing students’ performance, which makes it difficult to reflect the students’ overall knowledge of football sport. Besides, textbooks are disconnected with practical teaching, hence, the role of textbooks can’t be exerted.Third: There is only a little chance for the teachers to further their studies. As a result, they are lack of innitiative in doing research. Hence, they can’t get in touch with the up-to-date knowledge in time. In addition, the unfair treatment and the difficulty in getting promoted greatly influence the teachers’ teaching activity.Fourth: The inadequate facilities of the football ground restrict the students’ activity. Insufficient use of the leather-made ground and lack of people taking care of the ground result in waste of resources. The students’ need to watch football games live can’t be satisfied due to shortage of watching place. Fifth: Extracurriculum football activities for the students are of disorder. There is no such oranization as students football club. Football games are just between dorms, classes and majors. As a result, there are limited methods for students to get information.Sixth: The main obstacles to the construction of the school football team are: iadequate investment, lack of attention from the schools, absence of long-term and stable training system, management and ploicy of match and frequent mobility.This study aims to make the P.E. departments concerned put more emphasis on the development of the football sport in the institutions of higher learning in Shaanxi Province.At the same time, it puts forward some reasonable suggestions and countrmeasures to promote the sustainable development of the football sport in the institutions of higher learning in Shaanxi Province.
