作为中世纪影响最为深远的一次教会大公会议，1215年的第四次拉特兰大公会议揭开了罗马天主教会系统推进普世牧灵改革的序幕。作为基督教世界的重要组成部分，英格兰教会是此次牧灵改革的重要发生地，并在落实牧灵改革过程中取得了较为积极的效果。
为落实第四次拉特兰大公会议牧灵改革教令，英格兰教会先后展开了不同层面的立法活动，这些会议以大公会议教令为指导框架，细化制定了更符合英格兰教会实际需要的改革教令，此外，英格兰几乎所有的主教区也均颁布了各教区用以指导教区牧灵改革的主教法案。作为教会牧灵改革的主要执行者与参与者，英格兰主教在传达教会上层改革教令、指导教区牧灵实践方面扮演了极为关键之角色。以林肯教区为例，13世纪的历任林肯主教不忘初心、继往开来，先后采取了多种措施完善教区管理、提升教区牧灵水平，使改革不断持续发展，彰显了高涨的改革热情。以牧灵改革主要对象堂区教士视角出发，通过对将相关改革教令同堂区教士的牧灵素质、生活水平等实际情况对比发现，这一时期的改革整体上取得了一定效果，不过也可以发现教会改革理想与现实之间客观存在的张力，这在某种程度上反映综合反映了教会牧灵改革的复杂性和持久性。

With the convening of the Fourth LateranCouncil, the Roman Catholic Church in the 13th century opened the prelude to ystematically advancing the ecumenical pastoral reform of the church. As an important part of the Christendom, the Church in England is main participant of this reform and has generally shown a more positive side in the implementation of the pastoral reform.

In order to promote the implementation of the pastoral reform, the Church in England has carried out supporting legislative activities at different levels. Under the framework of the Fourth Lateran Council Decrees, it has elaborated and formulated reform decrees that are more in line with the reality of the Church in England. At the same time, different dioceses have also successively published their own bishops’ acts and completed in two stages. As the main executor and participant of the pastoral reform of the diocese, the bishop of England played a key role in implementation of the reform decrees by legislation and guiding of the pastoral practice of the diocese. Take the Diocese of Lincoln as an example, the successive bishops of Lincoln in the 13th century have successively adopted various measures to improve the management of the diocese and improve the pastoral level of the diocese, showing a high degree of enthusiasm for reform. In addition, from the perspective of the parish priests, the main target of this pastoral reform, after analyzing the actual implementation of specific decrees in some areas, it can be seen that although some decrees were not implemented satisfactorily, in general, the pastoral reform during this period promoted the institutional and standardized development of the priests and their pastoral flexibility in English parish churches.
