Research into standards and quality assurance of Malaysian post-secondary and higher education is an ever-expanding field. While the research on standards and quality assurance in Malaysian post-secondary and higher education were mostly discussed in relation with other aspects of education, it could also be discussed in relation to an important social issue in Malaysia – ethnic relations. So, this research paper would cover on the relationship between the historical development of standards and quality assurance education policies in Malaysia to the ethnic relations in the country. Two questions that this paper sought to answer was the cause behind the development of these educational policies, and the potential for contributing to the reconciliation of ethnic relations in Malaysia based on the development trend of these policies. This paper utilized the theory of Incrementalism and historical analysis to discover the relationship between the enactment and implementation of the standards and quality assurance educational policies and the local contemporary contexts; data would be sourced from the texts of the various policies and research articles. The results showed that the development of standards and quality assurance educational policies in Malaysia happened because of circumstances mostly unrelated to educational quality needs, and the development trend of these policies suggested that it could possibly contribute to the country’s ethnic reconciliation, particularly on one educational issue. The significance of this paper lies in the fact that it demonstrates the feasibility of research between educational standards and quality assurance and social issues. Also, this paper could provide a better understanding of the quality assurance educational policies in terms of their political and social contexts. |
