现代科学理论指导下的人工影响天气技术探索，开始于十九世纪二、三十年代，在二十世纪中期完成实验室实验与外场试验。1946年人工影响天气技术在纽约斯克内克塔迪（Schenectady）的通用电气研究实验室诞生。目前全世界上有30个以上的国家开展人工影响天气活动，主要国家有中国、美国、俄罗斯等。近些年，中国人工影响天气作业规模已位居世界第一。但是关于人工影响天气负面问题也随之而来，所以文章要对人工影响天气进行一个全方面的分析。 根据人工影响天气的概念分析，以及人工影响天气的构想与科学理论发展历史。文章研究不同社会背景下的气象学家以及他们对待人工影响天气技术的态度，重点考察工业气象学家与军方气象学家通过技术—利益关系形成的牢固的“人工影响天气共同体”。厘清气象学科学理论与社会因素对气象活动发展的不同作用。并从自然观角度分析人工影响天气发生的原因。根据整个科学史发展的脉络，演绎推导人工影响天气兴起的自然观思想，以此佐证“机械化”思维统摄自然观的普遍性。因此当人们在反思人工影响天气技术的同时还要反思整个自然观思想甚至工业文明。 在美国20世纪中期人工影响天气活动的历史中，人工影响天气技术的发明者与主导者——通用电气工业实验室，完成了人工影响天气的技术实现。在此过程中技术本身富有一种“狡猾”的性质，即通用电气实验室在证明技术有效性与规避伦理问题上采取的两套说辞。气象学家们的持有不同利益与立场的根本原因，可能与工业与学术机构的研究与发展之间的差异相关。 目前人工影响天气活动还在进行，但人们对人工影响天气的有效性与收益性未达成共识。通过对20世纪中期至今的人工影响天气活动趋势与公众态度简要分析，可以看出“人工影响天气共同体”内部利益争夺的激烈性，以及公众利益的边缘化。同时，人工影响天气还具有建立在有效性与收益性假定之上的不可避免的伦理问题。 综上，使用“科－技－产－业链”的分析手段，完成对美国20世纪中期以来的人工影响天气的观念、技术实现与伦理审视的研究。并为中国人工影响天气活动开展提供借鉴意义。
