专家咨询对于政府决策的科学化民主化有着积极的重要作用。近年来，由于全球政治经济环境的多变和社会形势的复杂，中国政府对专家咨询的需求不断扩大。但是现有中国政府专家咨询系统对政府决策的影响力和帮助尚没有达到应有的水平。什么因素阻碍了中国专家咨询决策影响力的发挥，怎样提升其影响力，是中国亟待探明的关乎决策科学化民主化目标能否快速实现的重要问题。近几十年，很多中外学者在专家咨询研究领域做出有意义的探索和贡献，但是有关专家咨询影响力的研究却进行的十分艰难。截至目前，中外学者多是从专家咨询机构的运行策略为着眼点，建立评测指标，试图评价专家咨询机构的影响力大小。比如被媒体援引次数、发表文章数量等。但是，这些指标具有固有缺陷，无法证实专家咨询机构对政府决策切实产生了影响力。专家咨询在政府决策影响力评价上的困境，为研究目前中国政府专家咨询系统运行中，使决策影响力受限的障碍性因素并有针对性的进行改善造成了很大困难。因此本文尝试改变研究视角，从专家咨询客体的角度，以政府关注模式为分析框架，梳理可以影响政府决策的渠道框架，即政府专家咨询系统运行中所面对的一个能对决策产生影响的有效的运作空间。政府关注模式，由正式关注渠道和非正式关注渠道组成。决策外部环境中的各种需求，都是通过进入这两种关注渠道来影响决策产出的；如果这两种关注渠道不通畅或者不完备，不能及时将环境中的某种利益需求送达给决策层，就有可能以突发公共事件的形式爆发出来，之后再进入政府关注渠道，甚至改变和完善关注渠道。专家咨询，在这两种关注渠道中以及在为外部环境需求进行疏导和传递，避免突发性公共事件等方面上，都有作为空间，可以发挥其决策影响力。在掌握了政府专家咨询系统的有效运作空间的基础上，再结合目前专家咨询的运行策略和发展现状，就可以明确中国专家咨询影响力受限的原因，以及要想提升其影响力，有哪些方面的运作空间需要被扩展；或者在已有的空间里，专家咨询机构应该在哪些方面有进一步作为和策略的改善。本文也就此提出了一些初步的建议和意见。

Expert advice is playing a significant role in a government decision-making process. But, recently, due to the global unstatable economy situation and more complex global society, the demand to expert advice from Chinese government is getting more and more serious. But the capability of current government advisory system is far more less than it should be. So what kind of factor is retarding Chinese expert consulting system and how to improve it is the upmost problem for Chinese government. In the recent decades, many Chinese and foreign experts has a lot of meaningful explosion and contribution in the expert consulting area, but there is very little progress in the impact of expert advice. Till now, most experts are focusing on the operation strategy of advisory institutions and establish key performance index to evaluate the impact of expert advisory institutions, such as the times cited by media, the numbers of published articles and so on. But these indexes has inherent defects, cannot be used to evaluate the effect of the contribution from expert advisory to government decision making. The predicament for expert consulting in the government decision-making evaluations is the upmost problem that influences the effect of government decision-making and its improvement, in the current Chinese advisory systems.Therefore, the article is trying to change another research perspective. The author is standing on the expert advice perspective, establish an analysis frame based on the government attention, and sort out the channel framework which can influence government effective decision-making, which is an effective space that can influence the final decision in the government advisory systems. The government attention model is composed by formal attention channel and informal attention channel. All the demands from decision external environment are coming from the two channels. If these two channels are not smooth or incomplete, the demand cannot be sent to the decision-makers and the accident may erupt as a public emergencies. And then it goes into the government attention channels, even it may change or improve government attention channels. Expert advice can provide a positive effect in both government attention channels, smooth and deliver the external environment demand, avoiding public emergencies.On the basis of analysis of the effective space of government advisory system, combined with current expert advice strategy and development, we can clearly address the reason that restricted the Chinese government expert advice influence, and understand the way to improve it operation influence. Or under the current situation, which part needs to be modified to get improved. The author provides some an initial proposal for that.
