水务现代化作为经济社会可持续发展的重要支撑和保障,在城市发展过程中具有十分重要的促进意义。在北京市建设中国特色世界城市的同时,努力实现水务现代化是形势之需,发展之要。本论文以北京市为研究区,通过构建水务现代化评价指标体系和模型对北京市1999~2010年水务现代化发展水平进行了综合评价。论文的主要内容及结论有:(1)通过对“水务”及“现代化”概念的把握,提出了北京市水务现代化的具体概念。在梳理国内外现代化、水利现代化、水务相关研究进展的基础上,归纳总结了现今研究中存在的问题和不足。(2)对北京市的自然地理、社会经济、河流水系进行了简单的介绍,深入分析了北京市水资源开发利用、水务基础设施、水务管理等方面的现实情况,探讨了北京市水务发展面临的形势和挑战。(3)从防洪减灾体系、水资源合理配置体系、水生态环境保护体系、水务管理及保障体系四个方面建立了北京市水务现代化评价体系,主要运用层次分析法进行指标的筛选与权重的确定。最终确定每个体系下选择4个具体指标,包括防洪工程达标率、洪涝灾害损失率、万元GDP用水量、再生水利用量、水土流失治理率、水务信息化指数等16个具体评价指标。(4)在建立指标体系的基础上,构建了北京市水务现代化四大体系及综合水平评价模型。根据相关文献、书籍、报告的研究成果,提出北京市水务现代化评价指标的标准值,在此基础上,进行了水务现代化进程的划分。(5)对北京市1999~2010年的水务现代化综合水平及四大体系的现代化水平进行了评价,主要结果为:1999~2002年,北京市水务现代化水平处于中级现代化阶段;2003 ~2007年,北京市水务现代化水平处于基本现代化阶段;2008~2010年,北京市水务现代化水平处于准现代化阶段。2010年北京市水资源合理配置体系已经超越了现代化的要求,水生态环境保护体系、防洪减灾体系与水务管理与保障体系离现代化的要求还存在差距,其中水务管理及保障水平现代化得分最低,是北京市水务现代化发展中的短板。(6)针对北京市水务现代化评价的结果,提出了加强水务人才队伍建设、加快水务信息化建设、科技兴水、加强水务基础设施建设等对策建议。

The modernization of the water affairs as important support and guarantee for sustainable economic and social development has great promoting significance in the process of city development. While building a world city with Chinese characteristics in Beijing, and strive it is the need of the situation and the development to achieve the modernization of the water affairs.Beijing is the study area in this thesis. By building evaluation index system and model of modernization, the water affairs modern level in Beijing from 1999 to 2010 are comprehensively evaluated. The main contents and conclusions are:(1) Through the grasp of the concept of "Water" and "modernization", the concept of Beijing water affairs modernization was proposed. On the basis of the study of the research progress in modernization, modernization of water conservancy, water-related at home and abroad, the problems and deficiencies in the present study were summarized. (2) There were brief introductions of the Beijing natural geographical, socio-economic, river systems and in-depth analysis of utilization of water resources, water infrastructure, water management and other aspects of reality in Beijing. Besides, it discussed the situations and challenges facing of the Beijing Water affairs development.(3) It established the Beijing water affairs modern evaluation system from four aspects, the flood control system, water resources rational allocation, water ecological protection system, water management and security system. Then the Analytic Hierarchy Process was applied to screen the crucial indicators and index weight determined.(4) On the basis of the index system, comprehensive evaluation model of the modernization level of Beijing water affairs and the four systems were established. According to the relevant literature, books, reports, research results, the Beijing water affairs modernization evaluation standards were proposed. On this basis, the processes of the water affairs’ modernization were divided.(5) The level of the water affairs' modernization and the four systems of Beijing from 1999 to 2010 were evaluated, the main results are:The level of the water affairs' modernization of Beijing was in the intermediate stage of modernization from 1999 to 2002; in the basic modern stage from 2003 to 2007; in the quasi-modern stage from 2008 to 2010.The rational allocation of water resources system of Beijing in 2010 has gone beyond the requirements of the modernization, but there still were gaps from the requirements of modern in the water ecological protection system, flood control system, water management and security system. The modern score of the water management and security system was the lowest, and it was the short board in the modern development of the water affairs' modernization of Beijing.(6) Proposals about strengthening the construction of water affairs personnel, speeding up the construction of water science and technology in water affairs, strengthening the construction of water infrastructure were put forward according to the results of the evaluation of the water affairs' modernization of Beijing in this paper.
