随着经济全球化的发展,经济危机、突发公共卫生事件、贸易摩擦和国际军事冲突等问题不断冲击着我国的经济发展,风险性与不确定性与日俱增。如何抵抗内外部的各种冲击、危机与风险,提高区域经济应对冲击的韧性,实现经济稳步增长越来越受到国家以及各级政府的重视。随着经济全球化的发展,经济危机、突发公共卫生事件、贸易摩擦和国际军事冲突等问题不断冲击着我国的经济发展,风险性与不确定性与日俱增。如何抵抗内外部的各种冲击、危机与风险,提高区域经济应对冲击的韧性,实现经济稳步增长越来越受到国家以及各级政府的重视。

研究结果表明:(1)时间差异方面,整体上,京津冀地区区域经济韧性总体提升,呈现波动上升趋势;区域经济韧性各准则层具有明显差异,发展极不均衡。市域上,京津冀地区各城市的经济韧性阶段性明显,京津两市经济韧性水平高,与河北省各市存在断层式差距,河北省各市经济韧性呈现三级梯队特征;各准则层韧性发展差异大,发展趋势与发展速度各不相同。(2)空间分异方面,总体上,京津冀地区经济韧性总体呈现“京津极高-冀中偏高-冀南冀东偏低-冀北极低”的分布格局;各准则层上,未呈现统一分布格局,分布区年际变化大。(3)发展模式方面,京津两市为“三高模式”,石家庄市为“中高高模式”,邯郸市为“高高中模式”,廊坊市为“高中中模式”,沧州市为“三中模式”,秦皇岛市为“低中中模式”,保定市为“低低高模式”,张家口市为“中低低模式”,唐山市、邢市、承德市和衡水市为“三低模式”。(4)在应对具体事件方面,京津冀地区各城市对全球经济危机的应对能力呈现三级阶梯状分布特征,对新冠疫情的应对能力呈现两极分化特征,不同类型的城市对冲击事件的抵抗力不同,主要受产业结构多样化程度和优势产业的影响。 |

Withthe development of economic globalization, economic crisis, sudden publichealthevents, trade friction and international military conflict are constantlyimpacting China's economic development, increasing risks and uncertainties. Howto resist the internal and external shocks, crises and risks, improve theresilience of regional economic response to shocks, to achieve steady economicgrowth is increasingly valued by the state and governments at all levels. Inthis paper, the Beijing Tianjin and Hebei region is taken as the research area,and on the basis of the research results of economic resilience at home andabroad, based on the four criteria of economic stability, economic diversity,economic innovation ability and economic system vitality, the evaluation indexsystem of economic toughness in Beijing Tianjin and Hebei region is constructedby using entropy method, the paper calculates the economic toughness index andthe toughness index of each criterion layer of the Beijing Tianjin and Hebeiregion and its 13 cities from 2005 to 2020, and analyzes the evolutioncharacteristics, spatial differentiation and development model of the economictoughness from time and space. Secondly, combining the actual cases of"global economic crisis in 2008" and "new crown epidemic in2019", the differences of economic resilience among 13 cities in BeijingTianjin and Hebei region are compared and analyzed, to reveal the ability ofdifferent cities to cope with different shock events. Finally, the obstacledegree model is used to analyze the obstacle degree and main obstacle factorsof each criterion layer in Beijing Tianjin and Hebei region and 13 cities. The results show that: (1) in terms of time evolution, the regional economic toughness of Beijing Tianjin and Hebei region is on the whole increasing,showing a rising trend of fluctuation;. On the city territory, Beijing Tianjinand Hebei region cities economic resilience stage obvious, Beijing and Tianjintwo cities economic resilience level is high, and there is a fault-type gapwith Hebei province cities, Hebei province cities economic resilience presentsthree echelon characteristics; The developing trend and speed of the toughnessof each criterion layer are different. (2) in terms of spatial differentiation,on the whole, the economic toughness in the Beijing Tianjin and Hebei regionpresents a distribution pattern of " Beijing and Tianjin extremelyhigh-mid-Hebei high-southern Hebei low-eastern Hebei low-northern HebeiLow", there was no uniform distribution pattern, and the distribution area varied greatly from year to year. (3) as for the development model, Beijing and Tianjin are the "three-high model", Shijiazhuang is the "Medium-high Model", Handan is the "high-high school model" and Langfang is the "high-high school model", Cangzhou is the "three-medium model", Qinhuangdao is the "Low-medium Model", Baoding is the "low-low-high model", Zhangjiakou is the "Low-medium-low Model", Tangshan, Xingtai, Chengde and Hengshui are the "three low modes". (4) in response to specific events, the response capacity of Beijing Tianjin and Hebei region to the global economic crisis showed a three-echelon distribution, the response capacity to the new crown epidemic showed polarization.different types of cities have different resistances to impact events, which are mainly influenced by the degree of industrial structure diversification and dominant industries. Finally,by calculating the obstacle degree of the whole Beijing Tianjin and Hebeiregion and the provincial units, this paper analyzes the obstacle factors thataffect the development of the economic toughness, and on this basis, putsforward some suggestions on the optimization of the economic toughness of theBeijing Tianjin and Hebei region. |
