派驻监督作为党内监督重要工具,是监督的前沿“探头”,是预防腐败和推进党风廉政建设目标达成的重要手段之一。A市纪检监察派驻机构作为A市纪委监委的派出部门,履行对A市市级层面各行政单位和机关的纪律检查和监督调查工作职责,但是面对当前监督环境日益复杂、监督对象手段多样变化的背景以及实践的过程,派驻监督遇到了多种多样的问题,影响了监督实效的发挥,如何研究解决这些问题,进行原因分析,探究优化对策建议成为关注的焦点。 近年进入视野的互动治理理论的关系分析和影响因素为派驻监督的实践案例研究提供了新颖的视角和理论方向。本文以互动治理理论为基础,结合文献分析、深度访谈、案例分析的具体方法,重点研究派驻机构派驻监督实践的全过程,纪委监委与派驻机构的自上而下治理、派驻机构的自我治理、对综合监督单位的嵌入式治理的互动关系成为研究的切入点和着眼点,首先,从以上三种互动关系的方向重点阐述了A市纪检监察派驻机构派驻监督运行的体制、过程以及反馈成效;其次,从三个层面分析派驻监督实践中存在的指导支持不够、统筹协调联动不足、派驻机构主体职责定位偏差、专业能力不足、工作作风不够过硬、监督方式方法欠缺、嵌入式治理融入不够、互动协作不多等困境;然后,通过分析互动关系的执行过程和逻辑内涵,对困境进行归因,认为主要是绩效目标导向驱动、主体协同制度不明、考核制度不完善、主体的能动意向不强、主体能力水平的限制、监督成效的标准界定不明、信息传递的充分程度不够、互动主体的关注度不同、互动主体的利益导向不同等方面的原因;最后,针对具体原因,提出强化对派驻机构的领导和激励保障、建立完善协作联动机制、强化自身职责定位、强化主体能力建设、明确监督实践标准、提高信息传递的充分度、增强主体间协作互动等优化对策建议。 本文认为,在派驻监督的实践过程中,主体间的互动关系和效果影响监督政策执行的效果,纪委监委对派驻机构的指导支持影响监督的目标达成,派驻机构自身的作用发挥影响派驻监督的实践落实过程,与综合监督单位的嵌入式互动影响派驻监督的成效反馈,三者是环环紧扣的互动关系,良性互动有助于派驻监督的实践和成效发挥,在主体间良性互动的基础逻辑中,派驻机构作为互动链的中间和核心,应主动发挥作用推动达成有效的互动和协作,以推进派驻监督的实践继续深化,提升派驻监督的效果,确保发挥好推动党风廉政和反腐败工作的协助作用。 |

As an important tool of supervision within the Communist Party of China,stationed supervision is the front "probe" of supervision, and is one of the important means to prevent corruption and promote the achievement of the goal of party integrity building. However, facing the current background of increasingly complex supervision environment, diverse and changing means of supervision targets, and the process of practice, the stationed supervision has encountered a variety of problems that affect the effectiveness of supervision, and how to study and solve these problems, conduct cause analysis, and explore suggestions for optimal countermeasures has become the focus of attention. The relationship analysis and influence factors of interactive governance theory, which has come into view in recent years, provide a novel perspective and theoretical direction for the practical case study of stationed supervision. Based on the interactive governance theory, this paper combines the specific methods of literature analysis, in-depth interviews, and case studies to focus on the whole process of the practice of stationed supervision by the stationed agencies. The interactive relationship between the discipline inspection committee and the stationed agencies in terms of top-down governance, the self-governance of the stationed agencies, and the embedded governance of the integrated supervision units becomes the entry point and focus of the study. First, the direction of the above three interactive relationships is focused Secondly, we analyze the dilemmas of insufficient guidance and support, insufficient coordination and linkage, deviation in the orientation of the main responsibilities of the stationed agencies, insufficient professional capacity, insufficient work style, lack of supervision methods and approaches, insufficient integration of embedded governance, and insufficient interaction and collaboration in the practice of stationed supervision from three levels; then, by analyzing the execution process and logical connotation of the interactive relationship, the dilemma is attributed to the causes, which are mainly driven by the performance goal orientation, unclear synergy system of the subjects, imperfect assessment system, weak dynamic intention of the subjects, limitation of the subjects' ability level, unclear definition of the criteria of supervision effectiveness, insufficient adequacy of information transmission, different attention of the interactive subjects, different interest orientation of the interactive subjects, etc. Finally In view of the specific reasons, suggested countermeasures and recommendations for optimization, such as strengthening the leadership and incentive guarantee for the stationed agencies, establishing and improving the collaborative linkage mechanism, strengthening the positioning of their own responsibilities, strengthening the capacity building of the subjects, clarifying the standards of supervision practice, improving the adequacy of information transmission, and enhancing the collaboration and interaction among the subjects. This paper holds that in the practice of stationary supervision, the interaction and effect between subjects affects the effect of supervision policy implementation, the guidance and support of the discipline inspection committee to the stationary agency affects the achievement of supervision goals, the role of the stationary agency itself affects the implementation process of the practice of stationary supervision, and the embedded interaction with the integrated supervision unit affects the feedback of the effectiveness of stationary supervision, and the three are interlocking interactions, and the benign In the basic logic of benign interaction among subjects, the stationed agencies, as the middle and core of the interaction chain, should take the initiative to promote effective interaction and collaboration, so as to promote the deepening of the practice of stationed supervision, enhance the effect of stationed supervision, and ensure that they can play a good role in promoting the Party's integrity and anti-corruption work. |
