乡镇企业是北京市经济的重要组成部分，是郊区经济的支柱，对首都乡村发展具有战略性影响。由于首都社会经济和政策环境的影响北京市乡镇企业发展相对不足，并且存在企业规模偏小、产业结构低化、空间布局较为分散、创新能力不强等问题，导致北京市乡镇企业总体竞争力相对较弱。乡镇企业发展不足是北京市城镇体系不完善，小城镇发育不足的重要原因。乡镇企业是北京市创新型城市建设和新农村建设的重要途径，是农民致富和城乡一体化发展的重要抓手，实现乡镇企业的创新发展对首都城市和乡村的发展具有重要意义。科学的发展战略是乡镇企业健康发展的蓝图和框架。北京市乡镇企业发展战略需要解决两个层次的问题：一个是从微观层次上解决乡镇企业生存和发展的问题，需要针对当前乡镇企业自身存在的主要问题，给出应对这些问题的策略的路径，提升企业的竞争力和实现企业的创新发展；一个是从宏观层次上为乡镇企业的发展提供更好的外部环境，主要是北京市和地方政府通过完善各项服务功能，指导乡镇企业更好地利用外部环境实现自身的发展，为乡镇企业的发展提供有效的管理策略。北京市乡镇企业发展战略研究是个复杂问题。本文在文献研究的基础上对乡镇企业的含义、发展状况、创新发展和研究视角进行综述，为北京市乡镇企业发展的目标、方向和基本战略研究提供借鉴。通过实践研究，本文梳理了北京市乡镇企业发展的历程，从乡镇企业发展的规模、结构、空间分布和创新发展条件等四个方面，对北京市乡镇企业发展现状进行分析，并在理论分析和现状研究的基础上对北京市乡镇企业的战略定位进行了分析，明确了乡镇企业在首都社会经济发展中的重要意义和作用。本文在实地调研的基础上运用PEST-SWOT方法对北京市乡镇企业的发展条件进行了分析，找出了乡镇企业发展的优势与机遇，以及面临的劣势和挑战。在上述分析的基础上，本文给出了北京市乡镇企业的发展目标，并从微观层次上勾画了乡镇企业创新发展的基本战略，从宏观层次上给出了乡镇企业发展的政府管理战略。

Township and village enterprises (TVEs) in Beijing area, as necessary portion of the whole municipal economy, are the main body of the suburban indurstries，and plays strategical and important role in the development of capital region. A large portion of the farmer’s income comes from gains of TVEs, as a whole, TVEs can act as a solution to fill the widening gap between city and village. TVEs in Beijing are less developed because of the special social and political environment, result in less development of small cities and towns. The average scale of the TVEs is very small, in the sence of value-added, the indusrty structure of TVEs lags greatly behand the one of the capital city, namely, the portion of the tertiary industry is very lower than the one of the whole economy, and the portion of the secondary industry is much higher than the one of the whole economy. The spatial structure of TVEs is dispersed and irrational, so many enterprises get no external economies of scale. Most TVEs have lower competitive power, result from less engagement in technical innovation and creative management.Reseanable development strategy of TVEs in Beijing Area can be adopted as a blueprint and framework, and is very important for the developemnt of TVEs in the area. The development strategy of TVEs should discribe a framenwork in tow different levels: in microcosmic level, the strategy should give operable solutions to problemes that TVEs face, and would result in advancing their competetive power; in macrocosmic level, the stategy should lay out a policy frame that local and municipal government could deliver necessary services and helps to TVEs, and result in a good social and political environment for the development of TVEs.Development of TVEs in Beijing Area is a very complex phenomenon, and strategy research on TVEs in Beijing as a whole comes out a hard task. The paper clarifies the concept of TVEs, telling the fact that the term of TVEs probably should be reconcept, summarizes industrial development researches in china and abroad through literature method. Then it discribes the history and status quo of TVEs in Beijing, and analyses the conditions of development for TVEs in Beijing adopting SWOT—PEST tools. Finally, it put forword development strategies for TVEs in Beijing, frames orientation and goals for the development of TVEs, and gives the strategies for the development of TVEs from mcrosomic and macrosomic levels.
