近年来，我国行政管理体制改革深化推进，行政审批制度改革不断迈向纵深，取得明显成效。但在推动实现国家治理体系和治理能力现代化的大背景下，如何清晰界定政府与市场、政府与社会的权力边界，以及依法行使政府权力，成为学术理论层面和实务实践层面广泛关注的热点课题。政府权力清单制度是在我国持续推进政府职能转变，加快建设法治政府、人民满意的服务型政府的目标引导下，总结行政审批制度改革经验，创新政府权力管理模式而产生的。作为处于纵向行政体系之中，发挥承上启下作用的地市级政府，其政府权力，既包含宏观公共政策制定的事项，又包含面向经济社会实际需求特别是群众生产生活的事项，在内容上具有双重特点。作为安徽省经济社会发展水平处于中等层次的地市，六安市政府权力清单制度从2014年12月启动建设工作，2015年2月公布了市级政府权力清单事项并建立相应的工作机制，分别在2015、2016、2017年底进行了动态调整，实现了该项制度的常态化运行，这在安徽省乃至全国具有一定的代表性和普遍性意义。 对此，本文以六安市政府权力清单制度建设为研究对象，在明晰政府权力清单概念基础上，运用政府管制理论和政策执行理论，分析归纳六安市政府权力清单制度建设的主要内容、实施效果，并探究其存在的问题及原因，结合对江苏省南通市、浙江省杭州市政府权力清单制度建设的经验借鉴，提出六安市政府权力清单制度建设的优化建议。 六安市政府权力清单制度建设取得了明显的成效，但随着清单制度的建立、运行和动态调整，在实践中还暴露出一些问题，主要表现为：政府权力清单事项与社会公众需求存在偏差；政府权力清单的政务服务能力不足；政府权力清单制度的社会认知度不高；政府权力清单动态调整周期较长。造成的主要原因是：政府与市场、社会的权力边界不清；政府权力清单建设的评估和激励制度缺失、动态调整机制不完善；部分领导对政策的思想认知存在偏差；政府权力归属部门的协调配合度不畅；政府工作人员的积极性主动性不强；工作人员的能力素质结构不匹配；清单建设的培训不足；企业的政策掌握不到位；群众的政策认知不清晰；数据资源共享融合不足；网络平台建设进度不快，财力保障有限等。 综上所述，本文认为，应该从加大政府权力清单的合法性审查；加大政府权力清单事项的监管；建立工作评估制度；建立工作激励制度；优化政府权力清单事项实时调整机制；加强领导对政府权力清单制度认知的引导；建立专业化的工作人员队伍；加强政府权力清单工作业务培训；加强多渠道政策宣传；重视并运用企业和群众的意见反馈；强化工作平台与网络平台建设；加大财政支持等方面加以优化提升六安市政府权力清单制度。
