民国时期，在政府和社会知识精英的共同努力下，社会教育得到推广，女子社会教育也逐渐受到关注。历经“贤妻良母”主义、“女国民”思潮等女子教育思想的更迭，“母情主义”教育观开始被越来越多的人所认可。以民众教育馆为代表的社会教育机关为降低成年失学女性文盲率，提高女性整体修养，开展了一系列女子社会教育活动，包括附设民众学校妇女班、婴儿健康比赛、母教比赛、主妇会、母亲会、妇女缝纫班、家事训练班等。社会教育机关借此类活动，向女性传播科学育婴知识和家政常识，培养女性生计技能，以及塑造女性的公民观念。母教文化渗透于许多教育活动中，母教被宣扬为国民教育的基础，良好的母教才能培养健全的未来国民，母亲担负着强国保种、复兴民族的重要责任。政府倡导“母情主义”的教育宗旨，实际上契合社会心理对“母职”的认同，社会教育机关将政府的教育思想与社会大众的心理联系起来，以期唤起成年女性参与社会教育的积极性。

The mother is responsible for protecting the country and saving the nation.The government advocates the "maternalism" education objective. It is actually in line with social psychology's recognition of "maternal status." Social education institutions link the government's educational ideas with the psychology of the general public in order to arouse the enthusiasm of adult women to participate in social education.
