当前脱贫攻坚目标如期完成，已全面转入乡村振兴战略，抓紧研究制定脱贫攻坚与实施乡村振兴战略有机衔接的意见成为我们亟需解答的全新课题。产业扶贫与产业兴旺分别作为脱贫攻坚、乡村振兴两大战略的核心举措，两者的衔接程度直接决定着巩固拓展脱贫攻坚成果同乡村振兴有效衔接的成效。
    笔者认为探究两者的衔接，可以从产业扶贫工作问题入手向实现产业兴旺的目标要求迈进，具体衔接从三个方面着手：一是要汲取经验。梳理产业扶贫过程产业发展存在的矛盾和问题，汲取扶贫背景下的产业发展经验和教训；二是要把握变化。从国家战略布局来看，产业扶贫和产业兴旺具有一致性，但在阶段目标、任务内容、实施对象以及执行方式等方面具有差异性。要将两者的要求联系起来，从扶贫的要求转向更高水平的产业兴旺，这是我们推进有效衔接的切入点。三是要抓住根基。产业扶贫、产业兴旺根在产业，首先要保证产业可持续发展，其次要实现以农业为基础的各产业融合发展、高质量发展。
    本文以2020年11月退出贫困县序列的“三区三州”深度贫困县新疆S县为例，采取问卷调查法、访谈法、对比分析法，通过对S县的产业发展现状、衔接困境及成因分析，从产业发展角度提出促进产业扶贫与产业兴旺有效衔接的对策建议：一是优化顶层设计，在创新产业发展理念上做好衔接；二是强化人才支撑，在提升产业发展核心竞争力上做好衔接；三是推进产业融合，在拓展产业发展空间上做好衔接；四是优化产业结构，在提升产业发展质量上做好衔接；五是坚持市场主导政府引导，在优化产业发展环境上做好衔接；六是以科技创新为引领，在提高产业发展层次上做好衔接。

At present, the goal of poverty alleviation has been completed on schedule, and we have begun to turn to the strategy of Rural Revitalization in an all-round way. Industrial poverty alleviation and industrial prosperity are the core measures of the two major strategies of poverty alleviation and Rural Revitalization respectively. The degree of convergence of the two strategies directly determines the effectiveness of the effective convergence of consolidating and expanding the achievements of poverty alleviation and Rural Revitalization.
The author thinks that to explore the convergence of the two, we can start from the problem of industrial poverty alleviation and move forward to the goal of industrial prosperity. The specific convergence should start from three aspects: first, we should learn from experience. The second is to grasp the changes. From the perspective of national strategic layout, industrial poverty alleviation and industrial prosperity are consistent, but there are differences in stage objectives, task contents, implementation objects and implementation methods. We should link the two requirements, and shift from poverty alleviation to a higher level of industrial prosperity, which is the starting point for us to promote effective convergence. Third, we should grasp the foundation. Industrial poverty alleviation and industrial prosperity are rooted in industry. First of all, it is necessary to ensure the sustainable development of industry. Second, it is necessary to realize the integrated development and high-quality development of various industries based on agriculture.
This paper chooses S county in Xinjiang province as the research object. S county has been removed from the country’s poverty list since November 2020. With the help of questionnaires, interviews and comparative analysis, this paper analyzed the industrial development, difficulties in convergence and explore the hidden reasons so as to offer some countermeasures and suggestions to promote the effective convergence of industrial poverty alleviation and industrial prosperity: first, optimize the top-level design, and innovate the industrial development Secondly, we should strengthen the support of talents and improve the core competitiveness of industrial development; thirdly, we should promote industrial integration and expand the industrial development space; fourthly, we should make the industrial structure optimized and increase the quality of industrial development; fifthly, we should adhere to the market-oriented government guidance and optimize the industrial development environment; fifthly, we should improve the quality of industrial development We should take scientific and technological innovation as the guide, and do a good job of convergence in improving the level of industrial development.
